Best form builder for 2027: what to look for before you pick

By the Qwenvo team · · 3 min read

Going into 2027, the best form builder is the one that reads your responses for you, does not lock basic features behind a plan, tells you where your data lives, and can be driven by an AI assistant. This is our view, not a forecast with numbers. Disclosure: we make Qwenvo, which we think scores well on all four, and we say where it does not.

The four things that will matter

Building a form used to be the hard part. Every tool now has an editor and most have an AI that drafts a form from a sentence. These four questions separate tools from here on:

  1. Does the AI read the answers, or only build the form? A form that collects 500 replies is only useful if you can act on them.
  2. Does the pricing wall sit on basics? Branding, a custom domain and a teammate are not luxuries for a business.
  3. Where is the data, and can you delete it? Hosting region and retention controls are the privacy questions to ask first.
  4. Can an agent use it? MCP servers let an AI assistant list forms, read submissions and create forms from a prompt.

1. AI that reads responses

Qwenvo's AI triage gives every submission a category, a priority from low to urgent, a sentiment, a one-to-two-sentence summary and a suggested reply, on up to 10,000 submissions a month. Routing rules send urgent ones to up to 5 email addresses or a Slack webhook. Our measured model cost is about $0.22 per 1,000 submissions. Details: AI form triage.

Tally's AI builds forms, and reading submissions with AI needs its MCP server plus an assistant, or Zapier or Make. That works; it is more assembly. Other tools: check their pages for what their AI covers.

2. Pricing that does not gate basics

Tally is the useful benchmark: a strong free plan, with the badge, custom domains, teammates and partial submissions on Pro at $29 a month or $290 a year. Fillout's free plan caps at 1,000 responses a month. Typeform's free plan has a limited response count and its paid plans cap responses per month. Qwenvo has no paid plans at all. Will this stay free? If paid plans are ever introduced, everything you already use stays available and you will be told well in advance. Today there is no plan to pick and no card on file.

3. Hosting and data control

Tally is built and hosted in Europe with a GDPR focus. Qwenvo is hosted in the United States. If your rules demand European hosting, that is a real difference and Tally wins. On the controls you operate yourself, Qwenvo has data retention (auto-delete after a set number of days), an audit log, password protection and respondent email verification, all free. See the GDPR checklist.

4. Agent and MCP access

Tally offers an MCP server and listed Claude and ChatGPT apps. Jotform has Claude and ChatGPT apps and MCP. Qwenvo has an MCP server that lists forms, reads a form, lists submissions and creates a form from a prompt, plus a REST API. See for developers.

A simple scorecard method

Do not trust anyone's scorecard, including ours. Make your own in ten minutes:

  • List the three features you would be annoyed to lose (for most teams: logo off, own domain, a second editor).
  • Open each tool's pricing page and find the plan where all three are on.
  • Note the hosting region and the retention controls.
  • Run your real form, with a real file upload and a real payment in test mode.

Where Qwenvo is not the pick

Choose another tool if you need HIPAA features (Jotform offers them on paid plans), European hosting (Tally), or a tool with years of public reviews. Qwenvo launched in October 2026 and has no mobile app.

Questions people ask

What should I look for in a form builder in 2027?

AI that analyses responses, no paywall on basics, a clear hosting and retention story, and MCP or API access.

Will AI replace form builders?

We think not. People still need a reliable place to collect structured answers. What changes is how the form is made and how the answers are used.

Is Qwenvo staying free?

Will this stay free? If paid plans are ever introduced, everything you already use stays available and you will be told well in advance. Today there is no plan to pick and no card on file.
