Best free questionnaire maker: import, logic and clean exports

By the Qwenvo team · · 3 min read

The best free questionnaire maker lets you build or import the questions quickly, branch on answers, and export clean data. Qwenvo does this at $0: 30-plus block types, Word, PDF and Markdown import, logic, and CSV, JSON and XLSX export, with no response cap.

What to check in any questionnaire maker

  • Question types. Qwenvo has Short answer, Long answer, Multiple choice, Checkboxes, Dropdown, Multi-select, Number, Email, Phone number, Link, Date, Time, Linear scale, Matrix, Rating and Ranking, plus File upload, Signature and Payment when you need them.
  • Logic. Show or hide questions, jump to a page, and calculate values from answers.
  • Import. Typing 60 questions from a paper form is the worst part of the job.
  • Export. Data should leave cleanly as CSV, XLSX or JSON.
  • Limits. A free plan with a response cap is not free once you succeed.
  • Languages. Respondents see buttons and messages in their own language.

Import the questionnaire you already have

Most questionnaires start life as a Word file, a PDF or a spreadsheet. Qwenvo imports Word (.docx), PDF, CSV, Markdown, plain text, a Typeform JSON export and even a screenshot, so you edit instead of retyping. See import forms. There is no Tally or Google Forms importer, so copy those questions into text first.

Markdown gives the most control. A line starting with # is the title, ## starts a question, an optional [type] line sets the answer type, a - line is an option, and --- starts a new page:

# Shopping habits questionnaire
## How often do you shop online?
- Daily
- Weekly
- Monthly
## What would make you shop more?
[long]
---
## Your email
[email]

A question with options becomes Multiple choice, and one without becomes Short answer unless you set the type. CSV works too, with the columns question, type and options, and options separated by a pipe such as Daily|Weekly|Monthly.

Build it in the editor

  1. Import your questions, or describe the questionnaire to the AI on the empty-form screen and edit what it drafts.
  2. Group related questions into pages with the New page block, and switch on the progress bar in Settings.
  3. Use Matrix for a set of statements rated on the same scale. It is a compact way to ask many agree-disagree questions.
  4. Use Ranking when order matters, and Linear scale for 1 to 5 or 0 to 10 questions.
  5. Add conditional logic so people only see follow-ups that apply.
  6. Add a short intro Text block that says who runs the questionnaire, how long it takes and what you do with the answers.
  7. Preview, answer as a respondent would, and fix awkward wording.

Control who can answer

  • Password protect form for a private questionnaire.
  • Close form on a scheduled date or after a number of responses.
  • Prevent duplicate submissions by cookie, IP address or an email question.
  • Respondent email verification with a one-time code, when you must know the address is real.
  • Submissions data retention to delete responses automatically after a number of days.

Analyze and export

Insights shows charts, averages and NPS per question, plus visit and drop-off analytics, so you can see where respondents quit. For deeper analysis, export CSV, JSON or XLSX, or send responses live to Google Sheets, Airtable or Notion. An export has one column per question, which loads straight into a statistics package.

Per-submission PDFs cannot draw some scripts, such as Devanagari and Arabic, or emoji, so use CSV or XLSX for those languages.

A fair comparison

  • Google Forms is free with a Google account and is quick for plain questionnaires. Its design and branding options are limited, and respondents must sign in with Google to upload files.
  • Microsoft Forms is free with a Microsoft account and fits best inside Microsoft 365.
  • SurveyMonkey has a free plan with limits on responses and features. Check their pricing page for the current limits.

Where Qwenvo is weaker: it launched in October 2026 so reviews are few, it has no mobile app, and it is not a statistics tool. It collects and charts; the serious analysis happens in your own software.

Questions people ask
